This massive buckle is Hubert Harmon at his most whimsical. A large, curiously-shaped fish appears to be speaking to a smaller fish (who might be confused about the larger fish's appearance based upon the expression on its face). They are surrounded by waves and gemstone bubbles, with additional gemstones forming the fishes' eyes.
Hubert Harmon (c. 1910-?) was among the group of North American jewelry designers who moved to Mexico in the 1920's, '30's, and '40's such as William Spratling, Fred Davis, and Margot van Voorhies Carr (aka Margot de Taxco). Harmon's work frequently has a surrealistic edge (he worked for Schiaparelli prior to moving to Mexico) and a sense of humor. And when he renders fantastical creatures, such as the large fish on this buckle, they are from his own imagination rather than interpretations of Mexican mythological creatures. His work is also distinguished from that of his North American colleagues in that he frequently worked in brass and copper along with silver.
